Academy of Sciences of Bashkortostan Republic has prepared proposals on interaction of science and production. Scientists believe that their implementation will significantly increase the output of high-tech products. What needs to be done to the economy was able to make a qualitative leap forward? This was the conversation at the "round table", who "RB" was organized in the eve of Day of Russian science. The meeting was attended by the Vice-President of the Academy of Sciences RB Rayhan Kunakova, chief scientific Secretary of the Academy of Sciences of Belarus Ruslan Ableyev, doctor of agricultural Sciences Khalil Safin, doctor of medical Sciences vil Timerbulatov, doctor of chemical Sciences Akhat Mustafin, a specialist in the field of low-tonnage chemistry Bulat Baimetov and doctor of technical Sciences Ahmed Bakiyev.

The main strategic task — to restore the link between science and production. We must return to the state assignment. We had such a positive experience, but now he's lost.
Ableyev:
Competitive production is impossible without new technologies, but you need to know your academic prowess: what alternative to the old practices you can offer? Therefore, we conducted an inventory of their ideas, identified, in our opinion, the most relevant and promising ones.
Kunakova:
Our suggestions should become an integral part of the strategy of socio-economic development of Bashkortostan Republic. In its preparation we are also participating. I hope you will be able to give a serious scientific justification for each block of questions.
Mustafin:
What concrete steps do we offer? For example, in one way or another to revive industrial science. At the expense of budget money it is impossible to develop and implement technologies for business enterprises, the law forbids it. So we need common programs, joint financing —public-private partnership, which should also be considered intellectual property. Such complex organizational structures can be adjusted only at the governmental level.
Unfortunately, the industry now is not interested in scientific research. In the West they are funded by the cost of production and are included in the cost. We have the same — at the expense of profit. As a result, before our petrochemical plants produced, for example, more than one hundred kinds of petrochemical products. Now there are 30 — 35, the most profitable.
Bakiyev:
Let me remind you, the Republic in the mid 90-ies established a Fund of science and technological development. I was Chairman of the expert Council. With it, a lot of interesting offers scientists were put into production. Over time, the Fund ceased to exist, it would be necessary to this idea back.
Safin:
The advantage of system approach is well illustrated by selhoznauk. We have Chishminskiy breeding center, which, through its experimental-production farm to supply seeds to all the farmers of the Republic. Today, the center is in a difficult situation, OPH closed. In the end, the seeds in the region are imported from the outside: sunflower — about 70 per cent, of sugar beet — 100 per cent.
And I agree with Reichenau Vasilovna — at the forefront should be the state assignment. For example, to create a new variety of seeds or breeding stock to bring. And we need to work on this assignment and then be accountable for the implementation, to receive funds. Then the result will be.
By the way, are the Director of a small innovative enterprise (SIE) at our Academy of Sciences. For a year and a half I realized how such MIPI popular, they allow to establish a link between production and science. Such enterprises must be created when every University, scientific institution.
Timerbulatov:
Our Republic is agricultural and petrochemical. And petrochemicals allows us to developpharmaceuticals. At the time, in Bashkortostan, managed to start production of the drug "Imurek" on the basis of "Salavatnefteorgsintez". We synthesized five, then stopped. Proved unprofitable to keep a whole laboratory for the production of 200 kg of the starting material.
General ideas and original technologies of pharmacists of the Republic lot. They were all submitted to the government in the framework of proposals for the development of a specialized cluster. Now we have developments in the field of health was addressed by several institutions. The most active research Institute of eye diseases annually claim up to 30 new techniques, it was able three times to increase the number of patients.
